1947年冬，国民党军队进攻华东解放区，中国人民解放军为有效歼敌，作战略后撤。对此，部队与百姓中有好些人思想不通。为保证战事胜利，高营长和女村长赵玉敏分别向群众作解释。敌人误以为解放军不敌败走，集中三十万人马，从三面合围解放军。解放军在大沙河阻击敌人六昼夜，然后至凤凰山围歼已被包围的国民党李军长所属七个师。高营长奉命抢占摩天岭高地，以阻击前来增援的国民党张军长部，并全歼李部，活捉了李军长。接着，高营长又率部乘胜追击张军长部。赵村长率民兵配合主力，断敌退路。陷于穷途末路的张部企图以炸毁水坝阻挡解放军，赵玉敏带领游击队切断水坝上的炸药导火线，保住了水坝。一场鏖战，全歼张军长所属部队，生俘张军长等高级将领。

故事梗概
1947年冬，国民党军队对华东解放区发动重点进攻。我华东部队于苏北七战七捷后，为彻底歼灭敌人，大踏步后退。起初，有些战士想不通。某师一团一营高营长率部转移到沂蒙山区的桃村待命。老乡们对后撤也有意见。为安定战士与老乡的情绪，高营长与村长赵玉敏分别将上级作战意图作了解释说明。这时，情况突然有了新的变化，敌方以为我军败退，集中三十万人马，从三面向我军合围，意欲决战。我军在桃村前面的大沙河阻击敌人六个昼夜，然后向凤凰山转移，围歼凤凰山已被我军围困的敌军李军长所属的七个师。高营长奉命在摩天岭狙击前来增援的敌张军长部队。凤凰山一战结束后，高营长又奉命担任包歼援敌的先锋。敌军退守大沙河以南负隅顽抗，高营长抄小路偷渡大沙河，切断敌军退路。敌人想炸掉大沙河上游的水坝，用水来阻止我军。赵玉敏带领游击队剪断了水坝上的炸药导火索，保全了水坝。我军渡过大沙河，歼灭了敌人，敌张军长及其参谋长均被生擒。
